Body found in Directorate of Family Planning: The medical officer was not getting salary

The hanging body of a medical officer (medical officer) of the organization was recovered from the Directorate of Family Planning in Karwan Bazar of the capital. Md. The officer named Manowarul Haque was not getting salary for a couple of years. Before this he was working in Raipura Upazila Family Planning Office of Narsingdi. He was being investigated for embezzlement.

The family alleges that Manoyarul was killed. However, the police say that initially it seems to be a suicide. The actual cause of death can be ascertained after receiving the post-mortem report. The family planning department has formed a three-member committee to investigate the incident.

On Tuesday afternoon, Tejgaon police station-police opened the lock of room 1201 of the 12th floor of the family planning department building in Caravan Bazar and recovered the body of Manoyarul. He was hanging from the ceiling fan of that room with a towel around his neck. Later the body was sent to Shaheed Suhrawardy Medical College Mortuary for post-mortem. The room belonged to Abul Kalam Azad, Accounts Officer (Audit) of the Directorate of Family Planning.

Went there this afternoon and found the room closed. Abul Kalam Azad is found in the next room. He claimed to Prothom Alo that Monwarul Haque came to his room at around one o’clock yesterday and said, “There is something to be said.” As it was time for Zuhr prayer, he left the door open and left a female peon to pray. Came back at 1:50 PM and found the room door closed from inside. Later the peon came and opened the door with the key and shouted. At this time, everyone rushed to see Manoyarul hanging with the fan. Then the director of the department (administration) Khan Md. closed the room. Tell Rezaul Karim. When he called the Tejgaon police station, the police came and recovered Manoyarul’s body.

Abul Kalam Azad said that a departmental case was filed against Manowarul in connection with the audit objection of about two crore rupees. The judgment in that case resulted in the suspension of his annual salary increase for one year as well as compulsory retirement. He claimed that in the new investigation against Manoyarul, he gave the report after finding the truth of the allegation of embezzlement of 1 crore 10 lakh rupees. Manoyarul came to the directorate to inquire about this. He committed suicide out of frustration.

In this regard, director of the department (administration) Khan Md. Rezaul Karim told Prothom Alo that a departmental case was filed against Monowarul twice. He was given a light sentence in two cases. In the latest case, his annual salary was suspended for one year and he was dismissed from service. At present, the audit objection of Tk 2 crore 41 lakh against him has not been resolved. Apart from this, the investigation revealed the truth of the allegation of embezzlement of Tk 1 crore 10 lakh against him. He was not getting pension due to government debt to Manoyarul Haque. He came and appealed to the Director General of the Directorate to resolve the pension issue.

Manowarul appealed to the director general of the family planning department in June last year to resolve the issue of audit objections. He again submitted the application to the directorate yesterday. Manowarul apologized for the charges brought against him. Referring to his application for voluntary retirement from March 20 last year, he wrote, ‘But due to subsequent audit objections, my PRL, Lamgrant, retirement approval, etc. activities have been suspended in the pension wing of this department. I have not received my salary for more than 12 months and my family is suffering.’

Manoyarul’s family lived in Narinda of old Dhaka. He has two daughters and one son. The village house is Bogra Sadar. Manoyarul’s brother Monirul Haque is a former senior army officer. He was also the captain of RAB-8.

Monirul Haque alleged that his brother’s body was hanged after he was killed by hitting his sensitive spot. He said that Monowarul was supposed to retire on December 31, 2022. Last Monday, Monowarul went to the Ministry of Family Planning and saw that the same audit objection was given against him. When the matter was told to the secretary, he gave a notice to Abul Kalam Azad, the accounting officer of the family planning department, to show the reason why the pension process of Manoyarul has not yet been started. He fixed three working days to reply. His brother informed him about this. Because of that, former army officer Monirul alleged that his brother was hit and killed in a secret place.

When asked about this, Inspector (Investigation) of Tejgaon Police Station Shah Alam told Prothom Alo that the incident appears to be a suicide in the preliminary investigation. However, if the post-mortem report is available, the cause of death can be confirmed. He said that a case of death has been taken based on the complaint of Monirul Haque.
